Marianne Lourey
Director
Marianne has more than 35 years experience working in, and consulting to, government, regulators and industry and has worked in a broad range of areas including energy and climate change policy, and economic regulation.
About Marianne
Marianne’s work focuses on the interface of technical and economic issues, with her detailed understanding of technical, policy, regulatory and commercial matters, her analytical skills and experience, and her practical and pragmatic approach to resolving issues.
Since joining ACIL Allen in 2010, Marianne has led a variety of projects including:
- provided energy policy advice on a range of issues including electricity pricing (wholesale and retail), feed-in tariffs, emissions trading, renewable energy, energy efficiency, demand management, distributed generation and smart meters
- provided economic regulatory advice to, for example, the Victorian Government, the Essential Services Commission (Victoria), the Queensland Competition Authority, Western Power, Horizon Power and ATCO Gas
- undertaken cost benefit analyses to support a range of proposed legislative and regulatory changes, including energy efficiency initiatives, actions to reduce the risk that bushfires start bushfires, a new framework for managing customers with payment difficulty
- assessed the governance arrangements of a number of regulators and the NatHERS Administrator
- developed strategic frameworks for Energy Consumers Australia relating to energy efficiency and supporting households to manage household bills, which have been applied to make a number of policy decisions
- developed guidance material and provided advice to the Victorian Government on the application of real options analysis
- project managed the Victorian Government’s Powerline Bushfire Safety Taskforce and TAFE Transition Taskforce.
Prior to joining ACIL Allen, Marianne was the Executive Director responsible for providing advice to the Victorian Government on energy and earth resources policy. Marianne also held roles as Manager, Network Regulation at the Essential Services Commission, Director at KPMG, and with the former State Electricity Commission of Victoria.
Marianne holds a first class Honours degree in Electrical and Computer Systems Engineering and has a Masters of Business Administration, both from Monash University (Clayton).
