Cost benefit analysis of proposed changes to the standards for energy use and thermal performance in BASIX

Client: NSW Department of Planning, Industry and Environment

17/11/2021

All new homes and renovations over $50,000 in NSW must meet the Building Sustainability Index (BASIX) sustainability standards. These standards address the energy and water use and the thermal performance of the development. The NSW Government is proposing to increase the standards for energy use and thermal performance in BASIX (amongst other changes). The proposed changes are consistent with the NSW Government’s Net Zero Plan and the proposed changes to the energy efficiency requirements in the National Construction Code in 2022.

The NSW Department of Planning, Industry and Environment engaged ACIL Allen to prepare a cost-benefit analysis of these proposed changes.
