Designing environmental projects that work

Australia's environment is under sustained pressure, with threatened species lists continuing to grow, invasive species and weeds expanding their range, and waterways and coastal ecosystems under strain from development and a changing climate. The 2021 State of the Environment report made the scale of the challenge explicit, and every state and territory now carries some version of the same mandate: protect and restore natural systems that are in decline.1 The challenge is expected to have grown by the time the next report is delivered.
Environmental protection and recovery demand coordinated, sustained and greater effort than any one landholder, council or business can deliver. That is why governments intervene through tools such as policies, regulation, education and information, R&D, and financial mechanisms including grants. Government funding reaches the environment having been directed by strategies and commitments, delivered through initiatives, and implemented on the ground as projects. This piece is about the design of those projects, where funding becomes activity in the landscape.
Single projects must contribute to the greater, coordinated effort, which makes outcomes2 and impact for individual projects hard to assess in isolation. In a fiscal environment where every project is scrutinised for value for money, funders need confidence that investment will translate into real outcomes. Those outcomes are not always direct or immediate. Most often they are enabling: the investment builds the map, the method, the monitoring system, the capability or the protected area that makes an environmental gain possible. Whether that gain materialises depends largely on how the project is designed and integrated into the broader body of work that is environmental protection and recovery.
The choices made at the design stage set the ceiling on what any level of funding can deliver. A well-designed project with a modest budget will routinely outperform a poorly designed one with a larger budget, because additional dollars applied to a flawed project logic usually only buy more activity rather than more outcome. In our experience evaluating environmental projects, we have seen that those delivering lasting change share a common set of design elements:
Define success as an ecological outcome
Environmental projects commonly define success in terms of what the project will do rather than what will change. A project that successfully runs workshops, distributes traps, plants seedlings or funds research may be well delivered, but not deliver impact. The best projects define success further down the causal chain: fewer feral predators in a landscape, higher survival rates of a threatened species, a measurable reduction in an environmental risk. Projects that clearly identify these outcomes/anticipated impacts at the outset and consider how they will be measured are far better placed to generate lasting change, given every subsequent design decision can be tested against them.
Build the causal chain explicitly, and test the assumptions early
Projects need a credible, explicit theory for how its activities will produce outcomes. These theories are frequently assumed rather than designed. A community engagement campaign assumes that awareness leads to behavioural change, which leads to an environmental benefit, without ever mapping how strong each of those links is, what could break the chain, or if the assumption is valid.
The most effective environmental projects treat this causal chain (the theory of change and project logic) as a living design tool. They identify which links are well evidenced, which are assumptions, and where additional monitoring is needed. This is even more important for projects with long timeframes, given that these can spend years progressing on an assumption that was incorrect from the outset. The answer is short-term markers that the causal chain is holding. These test the logic, rather than measure the outcome, and allow projects to discover a false assumption while there is still time to redirect funding to where it can deliver most value.
Size the effort to the problem
Environmental outcomes take time. A project scoped to a budget rather than to the problem will run out of both money and years before the change it promised can appear. Good design starts from what the problem requires (how much effort, sustained over how long) and where the funding is shorter than the ecological reality, narrows the objective to something the period can genuinely deliver rather than leaving the gap unspoken.
Match project structure to the context it's operating in
Not every environmental project is delivered under the same conditions. Design needs to reflect that. A small, recurring grants round with a well-understood outcome, such as funding landholders to fence off remnant vegetation, can run on a simple, largely fixed, structure with clear criteria, a standard application process, with minimal iteration required. An emergency response mobilised after a bushfire, flood or other acute event, needs to be designed for speed and flexibility, with planning and governance designed to evolve as the response unfolds, rather than fully specified in advance. Applied research projects need a different structure again, because their most valuable output is often knowledge rather than an on-ground result.
Matching project structure to context can create tension with the coordinated, long-term effort described above: work that spans multiple regions and species still needs to make room for rapid responses demanded by bushfires or floods, with good design allowing for both.
Plan for the handoff
Environmental projects, particularly research and pilot stage investments, are most successful when planned with the long-term in mind. A validated control method, a new monitoring tool, or a proven engagement approach only generate environmental outcomes if someone adopts it once the grant is spent. Key design considerations are:
- who are the right people to lead this project
- who will take up the findings
- what resourcing or policy support is needed to do it
- what will success look like 12 months after the project officially finishes, as well as a long-term legacy.
Without this, even scientifically excellent projects risk becoming a well-documented result that nobody acts on. Supporting organisations to deliver their core mission, rather than organisations delivering a side-project, also extends project outcomes and supports legacy building long after projects conclude.
Design in the ability to know whether it worked
Building in the right monitoring and data collection from the outset, matched to what the project needs to know, is critical. Projects that can't demonstrate whether they achieved their outcomes create reporting issues for themselves and decision-making issues for the funder, who needs a reliable basis for deciding whether to continue, adjust or scale the approach. Projects that treat this as core design work are the ones that can tell a credible, evidenced story about their impact.
What good design adds up to
Adopting these key design considerations would better equip projects to deliver collective impact from the start, and give funders, delivery partners and communities a credible basis for judging whether public environmental investment delivered what it set out to. Ultimately, most of the shortfall between environmental investment and outcomes is a design problem, and design problems are solvable before a dollar is spent. The next State of the Environment report, due at the end of 2026, will show whether the current wave of investment moved the dial or simply generated activity. Projects designed against these principles now are the ones best placed to realise and demonstrate a credible answer.
These are not all one actor's responsibility: funders are best placed to embed outcome definitions into project commissioning, while delivery partners carry the weight of causal logic, context-matched structure and planning for handoff. Funders and delivery partners only produce lasting change when they design against the principles described here together, rather than in sequence.
