Consultant
Xavier is an Analyst in ACIL Allen’s Perth office, specialising in economic analysis and the formation of public policy and investment strategy.
About Xavier
Since commencing at ACIL Allen, Xavier has worked across a range of petrochemical projects to inform investment decisions. He is also increasingly involved with ACIL Allen’s health and human services practice in Western Australia.
His recent engagements include:
- developing a cost of supply model to support regulated gas tariff setting in WA
- preparing a public benefits assessment of a proposed ammonia-urea facility in WA
- completing a feasibility study investigating the development of a green hydrogen project
- conducting a comprehensive assessment of the legal assistance sector in WA and the extent to which needs are currently met.
Xavier was most recently a Regulatory Analyst at the Essential Services Commission, contributing to its price monitoring and regulation function. He has a Bachelor of Commerce (Economics and Finance) from the University of Melbourne.
