Over the course of his career, Xavier has developed a broad range of financial models for major minerals, energy and infrastructure projects to understand financial performance and outcomes based on a range of operational and business scenarios. Xavier has also contributed to market studies, which involve developing demand forecasts, analysing competitive dynamics, detailing policy and regulatory considerations, and identifying key risks and opportunities.

Xavier regularly undertakes costing analysis to assist clients to better grasp the operational realities of their business, enabling the clear identification of opportunities to improve the financial sustainability of their projects. Such stream of work is often complemented by pricing analysis, which is centred on designing pricing structures which balance financial viability with stakeholder acceptability.

To provide clients with a robust and evidence-based case for the preferred course of action, Xavier frequently conducts economic appraisals, such as cost-benefit analyses, to objectively assess competing options and develop a case for investment.

Xavier’s recent work experience include:

• undertaking a comprehensive review of the clinker and cementitious products supply chain in WA and conducting a detailed analysis of future supply chains for the State.
• delivering a study to assess the direct economic and social impacts of green iron product in the Pilbara, and the role that the associated Common User Infrastructure has in activating other projects around the region.
• advising on the expansion of the WA container deposit scheme, including conducting scenario testing to understand the potential impacts on existing scheme participants.
• advising the Commonwealth Government on the appropriateness of fees of the major pathology services under the Medicare Benefits Scheme.
• assessing the economic and social impacts of an offshore Carbon Capture and Storage project in the Pilbara.  

Prior to joining ACIL Allen, Xavier worked at the Victorian Essential Services Commission, where he contributed to the Commission’s price monitoring and regulation function. He has a Bachelor of Commerce (Economics and Finance) from the University of Melbourne.
