Kima Costelloe
Consultant
Kima is a Consultant in ACIL Allen's Brisbane office, where she specialises in public health, evaluation, policy and regulatory analysis. Her work focuses on generating evidence-based insights for complex social policy challenges, with particular expertise in health promotion, prevention strategies, and community wellbeing.
About Kima
Kima’s expertise spans health, education, employment and transport policy. With a background in public health, Kima brings deep understanding of social determinants of health and policy levers that drive population-level improvements through prevention, early intervention, harm reduction and community empowerment.
Kima's recent work includes:
— evaluating school-based early intervention programs designed to build health literacy and life skills among students
— critically assessing evidence frameworks for policy interventions in aged care and transport infrastructure
— evaluating government business support initiatives across Queensland's diverse industry sectors
— assessing the effectiveness of not-for-profit programs supporting children experiencing homelessness
Prior to joining ACIL Allen, Kima worked as a Policy Analyst with Te Pou Hauora Tūmatanui/Public Health Agency within the Ministry of Health New Zealand. In this role, she provided policy and regulatory advice on communicable disease and antimicrobial resistance, developing evidence-based recommendations for complex public health challenges.
Kima holds a Postgraduate Diploma in Public Health with Distinction and a Bachelor of Science from the University of Otago.
