Joshua Copcutt
Principal
Joshua is a Principal in ACIL Allen’s Perth office. He is a highly skilled economist with 14 years' experience leading complex projects for clients in the public and private sectors, with a specific focus on health and infrastructure. His technical ability spans a wide range of tools and frameworks, including cost-benefit analysis, economic impact assessment, economic contribution analysis and program evaluation.
About Joshua
Joshua is a recognised expert in cost-benefit analysis, frequently leading and quality-assuring these projects for high value investment projects across all states and jurisdictions, as well as developing and delivering training to economists in national practices.
Joshua's expertise spans economic analysis and business case development with deep experience in infrastructure and health sector applications. With a robust background in professional services consulting and leadership, he brings strong capability in connecting with clients, understanding their needs through skilful questioning, and recommending the right analytical approach to solve each problem.
A significant part of Joshua's work has focused on developing business cases and economic analysis for major infrastructure projects, which has allowed him to develop a comprehensive understanding of the differing project appraisal requirements across all of Australia’s jurisdictions. He has an in-depth understanding of individual investment appraisal frameworks and cost-benefit analysis guidelines across jurisdictions, having advised on many significant projects and contributed to the development and review of economic assessment guidelines.
Joshua's recent work includes:
- Leading the development of a business case and economic analysis for a major sporting and entertainment precinct in WA
- Several business cases and economic analyses for WA Health, including the Electronic Medical Record (EMR) Program, State Health Operations Centre, and the Child Development Service
- Several business cases and economic analyses for proposed health infrastructure investments in Victoria, including investments in new community hospitals, a forensic mental health facility, a subacute hospital, a women’s and babies hospital redevelopment, and an emergency department redevelopment
- Several business cases and economic analyses for proposed health infrastructure investments in Queensland, which included redevelopments at tertiary hospitals
- A variety of studies on the value of health and medical research and R&D to the economy, including for the Association of Australian Medical Research Institutes (WA), the Menzies School of Health Research, Linear Clinical Research, AusBiotech Ltd and Medicines Australia.
- Several economic studies on the value of community and emergency response services to the community, including for Surf Life Saving Australia and St John Ambulance in WA and NSW.
Prior to joining ACIL Allen, Joshua was a Director at Deloitte Access Economics, where he led engagements across infrastructure, health and community service sectors, and held a leadership role in Deloitte’s national Health Economics and Social Policy practice. Joshua also developed and delivered training programs on cost-benefit analysis for the national practice. Joshua also brings deep public sector experience and knowledge from his time at the Department of Treasury.
Joshua holds a Bachelor of Commerce (Economics and Financial Planning) from Curtin University.
