His work places a strong emphasis on understanding how complex infrastructure systems interact, and how disruptions propagate across sectors, enabling more informed and resilient strategic planning.
About Jiao
Jiao is a Commonwealth Government-trained economist with nearly two decades of experience across the public, academic and private sectors. He applies multidisciplinary modelling approaches, including computable general equilibrium (CGE), input-output (IO), and scenario-based simulation to analyse economic impacts, infrastructure interdependencies, and system-wide risks. His expertise spans workforce and skills analysis (including labour mobility, wage dynamics and migration), supply chains (e.g. medicines and critical goods), energy systems (e.g. liquid fuels and natural gas), transport networks, and critical infrastructure resilience. He has a strong track record in quantifying both direct and cascading impacts of disruptions across interconnected infrastructure systems, supporting robust risk, resilience and recovery planning.
Jiao has led and delivered major projects across transport, energy, telecommunications, health, finance, infrastructure, agriculture, mining, and climate change (both physical and transition risks), as well as workforce markets, population projections, and public policy. His career spans both consulting and government, providing a strong intersection between theory, policy and practice. Prior to joining ACIL Allen, he led Economic Advisory at Finity Consulting and Synergy Group, and previously managed the Advanced Modelling team at EY and the economic and infrastructure modelling team at the Commonwealth’s Critical Infrastructure Security Centre. This diverse experience enables Jiao to integrate leading research with applied consulting, delivering rigorous infrastructure interdependency analysis, impact modelling, and actionable insights to address complex, real-world challenges and strengthen resilience outcomes for clients.
