Diana Muronga
Analyst
Diana is an analyst at ACIL Allen who has contributed to a diverse range of projects across justice, education and the health sectors. With a foundation in law and international affairs, Diana brings strong analytical perspectives on the intersection of policy, justice, and social systems. She applies this to identify emerging risks, interpret complex information, and deliver evidence-based insights that support strategic decision-making and practical outcomes.
About Diana
Diana's expertise spans program evaluation, public policy, justice and public safety, education, health and ageing, and community services. She combines rigorous qualitative analysis with a strong grounding in law and international relations to support evidence-based policy and program design across complex social systems.
Within the justice sector, Diana has supported evaluations of community legal programs and contributed to a workforce taxonomy review across a social services sector, developing workforce maps and core functions frameworks to support improved service delivery and workforce planning.
In education, Diana has conducted qualitative analysis across a range of government programs, including evaluations of student assistance programs and national teaching initiatives. Her work has supported program improvement and informed policy recommendations aimed at improving outcomes for students from disadvantaged backgrounds.
In health and community services, Diana has contributed to evaluations of programs supporting victim-survivors of domestic and family violence, children with complex care needs, and students with complex mental health needs. Her work has involved stakeholder consultations, qualitative analysis and report drafting to assess program effectiveness and workforce participation impacts.
Diana’s recent project experience includes:
- evaluation of a housing pilot program supporting victim-survivors of domestic and family violence
- assessment of a school-based wellbeing initiative supporting students with complex mental health needs
- evaluation of a community cohesion program in the education sector responding to social and cultural risks
- analysis of the economic and industry impacts of screen sector incentive programs
Prior to joining ACIL Allen, Diana worked as a Political Affairs Assistant at the United Nations Department of Political and Peacebuilding Affairs (DPPA). Diana holds a Bachelor of Laws degree from the Catholic University of Eastern Africa and a dual Masters in International Relations and Peace and Conflict Studies from the University of Queensland.
