Anna Altmann

Consultant

Anna is a consultant at ACIL Allen's Melbourne office, where she brings deep expertise in social policy analysis and strategic development to complex, high-stakes projects. With a background spanning government intelligence, program management, and consulting, Anna specialises in delivering evidence-based solutions to intricate policy challenges across multiple sectors. She is known for combining rigorous qualitative analysis with strategic thinking, and for navigating sensitive operating environments where discretion, cultural awareness, and stakeholder trust are paramount.

About Anna

Anna's expertise spans public safety, justice, family violence, education, and health. She brings a distinctive analytical framework, drawing on her ability to synthesise diverse data sources and identify patterns that inform strategic decision-making, while building trust and buy-in across diverse stakeholder groups. In public safety, Anna has deep experience in countering violent extremism (CVE) work, drawing on her background in strategic intelligence and program management. Her recent work in the area includes: 

  • developing comprehensive frameworks for CVE program delivery, informed by strategic assessments of intervention approaches that have shaped policy at both state and federal levels 
  • providing evidence-based recommendations to strengthen community resilience, with a focus on prevention, early intervention, and community engagement.

Within the justice sector, Anna evaluates complex intervention programs and develops strategic responses to family violence, combining program evaluation and stakeholder analysis to support both service delivery improvements and systemic reform. 

In education, Anna has conducted extensive evaluations of government education programs, analysing program effectiveness and developing recommendations that have contributed to policy refinements and program redesigns to improve outcomes for students and communities. 

In health, Anna contributes to strategic reports supporting organisational design and change management, examining service delivery models and recommending restructures that improve both efficiency and patient outcomes. 

Prior to joining ACIL Allen, Anna worked as a strategic intelligence analyst for state and federal government, before moving into program management for state-based countering violent extremism initiatives. Anna holds a Master of Arts (Intelligence Analysis) from Charles Sturt University, an Executive Master of Arts from the University of Melbourne, and a Bachelor of Arts (Hons) from Monash University, along with a Graduate Certificate in Policing and Intelligence Analysis from Victoria Police.
