Updating retail costs for the 2021-22 regulated electricity price review: Methodology document

In 2015-16, ACIL Allen was engaged by the Queensland Competition Authority (QCA) to estimate the efficient retail costs as an input to its 2016-17 review of retail electricity prices in regional Queensland. We deducted the wholesale energy and network-related costs from market offers for small customers to benchmark the residual costs and derive the fixed and variable components of the retail costs for small customers. In 2020-21, we have been engaged to update these estimates as an input to the 2021-22 review of regulated retail electricity prices in regional Queensland. A methodology paper was released for consultation in January 2021.
