Stephen is a Principal in Acil Allen’s Perth Office, specialising in the health and human services sector.  He is committed to advancing innovative healthcare systems, policy and operations that deliver improved outcomes and experiences for individuals, the people delivering care and quantifying the broader social and economic impact the sector has on the community.

Stephen is an economist that specialises in health and human services across the public and private sector and has advised on a broad range of assignments including:

  • undertaking strategic benefits realisation studies and business case development for Private Hospital Providers
  • developing value for money assessments for government and organisations
  • Reviewing existing health service operations and interpreting the costs and affordability of care to inform business performance improvement strategies
  • Advising on health economic policy matters including health service governance and budgeting, funding/costing models across the sector

Prior to joining ACIL Allen, Stephen was a Director with Deloitte’s national Health Advisory Practice and has held a number of senior leadership roles within the WA Department of Health and Department of Treasury. 

Stephen has provided strategic advice and support, as well as leadership skills, to significant health-related projects for clients across Australia including St John Ambulance, Ramsay Healthcare, Incolink and various Health Service Providers/ Local Hospital Networks.

He holds a Bachelor of Economics from the University of Western Australia and completed a Post Graduate Diploma in Marketing from the Australian Direct Marketing Association.  Stephen is also a non-executive director/ Board member of a Not for Profit responsible for providing much needed support to people affected by alcohol and other drugs, mental illhealth, youth justice issues and socioeconomic disadvantage.
